Is it Plagiarism?

Is it considered plagiarism if I use someones elses opinion, graph or actual spoken words if I note it in my bibliography at the end?

Yep. Readers still won't know that it's someone elses if there isn't an in-text citation IN ADDITION to inclusion of the cite in the Works Cited.
